I. Call to Order The meeting was called to order at 6:00 p.m. at the Town Hall by Chairman Lemon. II. Minutes Lemon Moved to approve the minutes of the August 20 meeting as corrected. Toth seconded. VOTED. III. Presentations/Discussions 1. Brainstorming/informational meeting for Revolving Loan Fund application - The Board read and discussed a draft Community Development Strategy and prioritized goals. 2. ACO reported that for the second year in a row, YELP FOR HELP has brought in more than the cost of her services: So far his year, even without last year's grant from Wal-Mart, total income/donations are $1354.05 [ACO salary for the year is $1440.] 3. Recreation Committee - Toth Moved to accept the resignation of Holly Manson from the Recreation Committee with regret effective 8/13/07 and encourage the Rec. Comm to find a replacement. Lemon seconded. VOTED. 4. Rep to NQCC planning meeting for Oct. fishing derby - The Board discussed who to appoint as a representative. 5. Fire Chief - Position is vacant due to Varney's resignation. Position has been posted, soliciting applications until 8/31, then interviews will be scheduled. 6. NIMS Certification - deadline is 9/30/07 for Board members to complete training as required by Homeland Security to receive future grants, govt. funding. Also required of Police, Fire, Highway depts. and BOH members. 7. Assistant Tax Collector - Kemerer requested appointment. Lemon Moved to appoint Janice Alden as Assistant Tax Collector. Abbott seconded. VOTED. 8. Town Hall Maintenance - lightning strike Sat. set off alarms and destroyed two smoke alarms and the alarm panel box that was replaced today. Toilet in men's room ran continuously during weekend activities resulting in overflow and flooding. Also power surge from storm seems to have destroyed wireless connection in Selectboard office. 9. Town Clock - Day reported on 3rd bid for clock repair from David Graf of Maine. He found more damage to clock and wants to restore clock to original state; very high bid: $25,000-30,000 range. Day also stated that Town owes each of these 3 bidders $2-300 for their proposals, which Board discussed as an unusual bid practice. Will discuss at next meeting. 10. Library Furnace - The Library is putting their furnace replacement out to bid and will then request money from town. 11. WCS Sprinkler system - work likely to begin today. 12. Board meeting schedule Lemon Moved to set schedule for Board meetings for rest of 2007 to start at 6:30. Toth seconded. VOTED. Meetings will be Sept. 10 and 24, Oct. 1, 9, and 22, Nov. 5 and 19, and Dec. 3 and 17 IV. Hearing on East Rum Brook Road - 7:45 p.m.- Lemon announced the opening of the public hearing on possible discontinuance of maintenance on East Rum Brook Rd., which would be an administrative action on the part on the Board. The Board heard testimony from various parties: Cady reported the Planning Board recommends discontinuance of maintenance on this road because it is a dead end road, major washout by brook makes road impassable, has not been maintained for many years. Although there are two lots owned by Harriet Green, not currently assessed as building lots, uniquely on this road (with no other road access), the remaining lots are accessible from other roads. Under the Planning Board's proposal, East Rum Brook Road would still be a town road, just not maintained. Letter from Hwy Supt. Kilhart said no maintenance has been done on road, no plowing, or sanding, would be very costly to bring road up to maintainable condition, a cost indefensible with no houses on the road. Letter from Mary Williamson supported discontinuance of road maintenance, but would like access to culvert to be maintained, which would allow for continued hiking, snowmobiling, and other recreation. Keeping the culvert open would prevent erosion and silt buildup in stream. Harriet Green, property owner since 1987, said many acts of vandalism occurred at her family camp on E. Rum Brook Rd. and an arson fire finally burned the cabin in 2003, although no one has ever been charged, despite the Fire Department knowing who the culprits are. Much trash on site, someone camping out there; her family would like to rebuild, her family kept the culverts open when they were in residence there, so water flowed under road, not over. Was told she could not rebuild there; very small lots with challenges of ledge, not enough distance to separate septic and well according to zoning bylaws. Jan Conover spoke in favor of keeping the spillway open for recreationists- canoeists, hikers, history buffs, and for fire protection. She said the road has been maintained by individuals, not the Town, and if Board votes to discontinue maintenance of this road, that is in essence abandoning the dam, which is a wetlands issue, and large amounts of silt, dirt are moving downstream into adjacent waterways and ponds. The issues of ongoing partying and vandalism in that area were also discussed. Dupr, Town Counsel, also offered comments and clarification, reminding the Board that the purpose of the hearing is to determine whether regular maintenance of this road will occur, although it has not been maintained for the past 20 years or more. This actually creates greater liability for the Town, than if maintainance were designated not to occur. Dupr will do some further investigation and the Board will gather further information and before making a decision.
